As Chorda dynasty speeds up development to fulfill required Imperial standards to announce colony as Imperial world, they start to ship millin of refugees from evacuated imperial worlds.

As population is needed to exceed 2 million citizens they transport more if population drops too low. In case of population falling under 2 million dynasty immediately transports 10 million refugees more to Gravis Major.

Each refugee camp holds 100.000 citizens.

First wave of refugees is 10 million people that are located to 100 separate camps across temperate continent of Gravis Major.

Each refugee camp is rationed and fueled for a one Terran season when they are founded.

By administration mistake it has slipped unnoticed that winter at Gravis Major actually is 2 Terran years in length.
